Cluster-wide privilege escalation via PRTB authorization flaw

Improper privilege management in Rancher 2.5.0 through 2.5.16 and 2.6.0 through 2.6.9 allows remote authenticated users to escalate privileges. The PRTB authorization logic extends the escalate verb on project role template bindings to any -promoted resource across a cluster. Default exploitation requires Project Owner or Manage Project Members access and grants control over resources such as nodes, storage, API services, repositories, and the local cluster object.
