Cluster-owner escalation via deterministic token regeneration

Insufficient entropy in Rancher 2.6.0 through 2.6.9 and 2.7.0 allows attackers to gain downstream cluster-owner access. The cattle-token secret used by cattle-cluster-agent contains no random value, so regeneration reproduces the compromised value instead of invalidating it. Exploitation requires prior knowledge of the token and grants owner privileges only in the affected downstream cluster, not Rancher's local cluster.
