Unauthenticated account takeover via identifier collision

Improper authentication in CKAN before 2.9.7 allows remote attackers to take over existing accounts through user-registration POST requests. The user_create path accepts an existing user identifier in unauthenticated registration data instead of rejecting the identifier collision. Public registration must be reachable, and successful exploitation grants the permissions of the targeted account, including superuser access.
