BGP daemon restart via truncated OPEN options

Out-of-bounds read in FRRouting FRR bgpd through 8.4 allows remote authenticated users to restart the daemon with a malformed BGP OPEN message. The bgp_open_receive function reads the one-byte option type or two-byte extended option length without first verifying that the packet stream contains enough bytes. A remote authenticated BGP peer is required; the failed read raises SIGABRT and restarts bgpd, interrupting routing service.
