Unauthenticated file operations via unchecked root paths

Path traversal in Siemens Automation License Manager and TeleControl Server Basic allows remote attackers to access files outside the root. The folder-operation component accepts a caller-controlled root path without verifying that the resolved target remains inside the intended directory, enabling file operations outside that tree. Access requires unauthenticated network reachability; ALM V6.0 SP2 and later disable remote functionality by default, and code execution requires chaining with CVE-2022-43513.
