Arbitrary file disclosure via FileGetNextChunk

Improper access control in GE Vernova Proficy Historian 7.0 through 2022 allows remote attackers to read arbitrary server files. The MSO FileGetNextChunk command accepts a client-controlled path and returns the referenced file without enforcing access control. Network reachability to an MSO service on TCP ports 13000–14000 is sufficient; the flaw discloses files readable by the SYSTEM-level service without modifying them.
