Authenticated alert-settings disclosure via missing capability check

Missing authorization in XWP Stream 3.9.2 and earlier allows remote authenticated users to read alert settings through an AJAX request. The wp_ajax_load_alerts_settings action invokes the alert-settings loader without checking the configured Stream settings capability. Any logged-in account can reach the handler; the documented consequence is limited to disclosure of alert configuration data.
