Masked webhook secret disclosure via URL retargeting

Information exposure in affected GitLab 15.x releases allows remote authenticated Maintainers to read masked webhook URL secrets. The webhook update path permits a Maintainer to change the callback target while retaining masked URL variables, so delivery interpolates stored secrets into a request to the new destination. Affected branches are 15.1 through 15.5.6, 15.6 through 15.6.3, and 15.7 through 15.7.1; Maintainer access and a configured masked webhook are required.
