Credential ID disclosure via missing endpoint authorization

Missing authorization in Jenkins Job Import Plugin 3.5 and earlier allows remote authenticated users to enumerate stored credential IDs. The JobImportAction descriptor's doFillCredentialIdItems HTTP endpoint builds a credential list without checking the Job Import/Import Jobs permission. Overall/Read access is sufficient; the exposed identifiers do not reveal secret values directly but can support a separate credential-capture attack.
