Unauthorized group access via retained SAML configuration

Improper access control in GitLab EE allows remote authenticated users to regain transferred-group access through SAML SSO or SCIM. Moving a SAML-enabled top-level group beneath a new namespace hides its SAML settings while leaving the prior SAML configuration and SCIM token active. A removed maintainer or owner with former identity-provider access or the token can restore owner access, read private projects, or create higher-privileged users.
