Improper privilege management in Apache ShenYu Admin 2.5.0 allows remote authenticated users to create accounts with higher privileges. DashboardUserServiceImpl.create accepts caller-supplied role assignments without restricting them to the caller's own privileges. Low-level administrator access is required, and successful exploitation grants a new account elevated administrative permissions.
