Role-name disclosure via missing role restriction

Incorrect authorization in MISP before 2.4.164 allows remote authenticated users to discover restricted role names through UsersController.php. The admin_add role query omits the restricted_to_site_admin filter, and admin_edit accepts such roles without rejecting that flag. Organization administrators can therefore enumerate site-admin-only roles and, where custom roles exist, assign users complementary permissions.
