Improper access control in Fortinet FortiOS 7.0.0 through 7.0.9 and 7.2.0 through 7.2.3 allows remote authenticated users to bypass policy. In Policy-based NGFW Mode, SSL-VPN web portal bookmark requests are not filtered by the applicable policy, allowing bookmarked destinations to evade its access restrictions. Exploitation requires valid SSL-VPN credentials, enabled web mode, and bookmark access; the bounded impact is unauthorized access to resources denied by policy.
