Staff-to-Administrator escalation via unrestricted user editing

Improper access control in Simple Exam Reviewer Management System 1.0 allows remote authenticated users to gain administrator privileges. The /admin/?page=user/list page exposes user-edit actions to Staff accounts and accepts a Login type change to administrator without enforcing the documented role boundary. A low-privilege Staff login is required; successful exploitation permits changes to user settings and permissions, including assignment of administrator privileges.
