Uncontrolled resource consumption in Nextcloud Server before 23.0.11, 24.0.7, and 25.0.0 allows remote authenticated users to interrupt service. The administrative user-creation path passes an arbitrarily long password into password processing without enforcing the 469-character limit later added by the patch. Administrative access and account creation are required, and the resulting resource consumption causes a limited availability interruption.
