Internal resource probing via external SVG references

SSRF in affected DHIS2 Core releases allows remote authenticated users to probe server-reachable resources through crafted SVG input. SvgConversionController passes the supplied SVG to Apache Batik's PNGTranscoder without disabling external-resource resolution. Any logged-in user who can reach the SVG-to-PNG conversion path can test internal service availability or local-file presence, but the semi-blind response does not expose resource contents.
