Topic-title disclosure via missing notification access filtering

Improper authorization in Discourse before 2.8.12 and beta versions before 2.9.0.beta13 allows remote authenticated users to read topic titles. The notifications controller serialized notification records without filtering topic IDs through guardian.can_see_topic_ids, exposing titles after access was revoked. A valid account, an existing notification, and subsequent loss of topic access are required; exposure is limited to notification metadata such as the topic title.
