Wiki page modification via unchecked XAR conversion

Missing authorization in XWiki Platform before 13.10.8 and affected 14.x releases allows remote authenticated users to modify arbitrary pages. The Filter.WebHome conversion handler accepts a crafted XAR import and starts conversion without checking that the caller has programming rights. Any account with view access to the application can overwrite wiki content, compromising page confidentiality and integrity without user interaction.
