User account control via unchecked Script API

Missing authorization in User#setDisabledStatus in XWiki Platform allows remote authenticated users to enable or disable user accounts. The method passes the requested Boolean to XWikiUser#setDisabled without checking whether the caller has administrator rights. Script rights are sufficient, permitting unauthorized account reactivation or service interruption for the affected account.
