Process crash via invalid Boolean tensor conversion

Incorrect type conversion in Google TensorFlow before 2.8.4, 2.9.0 through 2.9.2, and 2.10.0 allows attackers to crash sanitizer-enabled processes. Tensor::SummarizeValue reaches SummarizeArray, which reinterprets raw const char storage as bool values without first normalizing bytes outside 0 and 1. Triggering requires a Boolean tensor containing a raw byte other than 0 or 1 to be printed under a sanitizer or fuzzer; the reported consequence is a process crash.
