Process crash via malformed PyFunc token

Improper input validation in Google TensorFlow before 2.8.4, 2.9.0 through 2.9.2, and 2.10.0 allows attackers to crash the process. MakeArgTuple passes the unvalidated token to Py_BuildValue and invokes a fatal CHECK when malformed UTF-8 prevents creation of the Python tuple. Exploitation requires a host application to pass attacker-controlled token bytes to tf.raw_ops.PyFunc; the resulting abort interrupts that process without reported data disclosure or modification.
