Process crash via unchecked SdcaOptimizer tensor ranks

Improper input validation in Google TensorFlow before 2.8.4, 2.9.0 through 2.9.2, and 2.10.0 allows attackers to crash a process. The SdcaOptimizer kernel accepts dense_features or example_state_data tensors that are not rank 2, then reaches CHECK-enforced shape assumptions instead of returning an error. An attacker must be able to supply tensors to the raw operation in a process; triggering the flaw aborts that process without exposing or modifying data.
