Process crash via unchecked nonscalar resize input

Reachable assertion in Google TensorFlow before 2.8.4, 2.9.0 through 2.9.2, and 2.10.0 allows attackers to crash the process. TensorListResize treats the size input as a scalar without first validating its rank, so eager execution of a nonscalar tensor reaches a CHECK failure. Code that passes an attacker-controlled size tensor to the raw operation exposes the hosting process to termination; graph mode was already unaffected.
