Local process crash via unchecked tensor attributes

TensorFlow before 2.8.4, 2.9.0 through 2.9.2, and 2.10.0 allows local users to crash processes via quantized tensor attributes. The pywrap_tfe_src.cc SetOpAttrList parser fails to handle a null object returned while parsing a list of quantized tensors, so an uncaught null pointer is dereferenced. Triggering APIs such as tf.compat.v1.extract_volume_patches requires code execution in the TensorFlow process and produces a denial of service rather than data disclosure or modification.
