TOCTOU race in Trend Micro Apex One 2019 and SaaS allows local users to execute arbitrary code as SYSTEM through file operations. The Vulnerability Protection Service performs file operations without proper locking, allowing its checked working directory to be replaced with a mount point before use. Low-privileged code execution on an affected Windows host is required, and successful exploitation grants SYSTEM privileges.
