Service interruption via repeated HPACK Huffman decoding

Denial of service in Go net/http before 1.19.6 and 1.20.0, and x/net/http2 before 0.7.0, allows remote attackers to exhaust CPU. In Decoder.parseFieldLiteral, a partial field with two Huffman strings causes the first string to be decoded again on each parse attempt before all data arrives, producing quadratic work. A small number of unauthenticated HTTP/2 requests can monopolize CPU and interrupt an affected client or server without reading or changing data.
