Unauthenticated root code execution via SOAP CSRF

Cross-site request forgery in F5 BIG-IP and BIG-IQ iControl SOAP allows remote attackers to execute root-level SOAP actions. The /iControl/iControlPortal.cgi endpoint accepts browser-supplied SOAP requests under an administrator's HTTP Basic session without CSRF validation or strict content-type enforcement. Exploitation requires an authenticated administrator to visit an attacker-controlled page, after which SOAP calls can write files, add privileged users, and establish root persistence.
