Stored XSS via angle-bracket-only Title filtering

Stored XSS in 74cmsSE 3.12.0 allows remote authenticated users to execute arbitrary scripts through a crafted notice Title. In application/apiadmin/controller/Notice.php, the notice handler escapes only angle brackets, so an AngularJS sandbox-escape expression remains executable after storage. Authenticated access to the administration interface and another user's click on the saved title are required, exposing that user's in-origin data and actions.
