Administrator cookie disclosure via diagnostic packet capture

Cleartext exposure in affected Fortinet FortiOS and FortiProxy releases allows local users to capture administrator session cookies. Diagnostic CLI packet-capture commands expose administrative session traffic in cleartext, permitting read-only superadmins to recover other administrators' cookies. Exploitation requires authenticated CLI access with read-only superadmin privileges; the consequence is session-cookie disclosure without reported data modification or service interruption.
