API key disclosure via plaintext configuration storage

Insufficient credential protection in Jenkins BigPanda Notifier Plugin 1.4.0 and earlier allows local users to read its API key. The plugin writes the BigPanda API key without encryption to BigpandaGlobalNotifier.xml in the Jenkins controller global configuration. Access requires the Jenkins controller file system and exposes the configured key without enabling configuration changes or service interruption.
