XXE in Jenkins Project RQM Plugin 2.8 and earlier allows attackers to extract controller secrets or trigger SSRF via crafted API responses. The plugin's XML parser accepts external-entity declarations when it parses XML returned by the Rational Quality Manager API. Exploitation requires control over an API response consumed by Jenkins; entity resolution can read controller files or make server-side requests.
