Unauthorized build triggering via unauthenticated webhook

Missing authorization in Jenkins DotCi Plugin 2.40.00 and earlier allows remote attackers to trigger builds through the /githook/ endpoint. The endpoint maps attacker-supplied repository and commit values to a corresponding job and queues the build without authenticating the request. Any network client that can reach the webhook can start work for an attacker-selected commit, consuming build resources and executing the job's configured build process.
