Authenticated outbound connection via unchecked form validation

Missing authorization in NS-ND Integration Performance Publisher Plugin 4.8.0.129 and earlier allows remote authenticated users to connect outward. The affected form-validation method accepts an attacker-selected webserver, username, and password without checking Overall/Administer permission. Overall/Read permission is sufficient, and the resulting request makes the Jenkins controller connect to the specified server with the supplied credentials.
