Service mesh intention bypass via multi-SAN CSR

Authorization bypass in HashiCorp Consul and Consul Enterprise up to 1.11.8, 1.12.4, and 1.13.1 allows attackers to evade mesh intentions. The internal server agent RPC endpoint accepts a crafted certificate signing request containing multiple SAN URI values and signs additional service identities instead of enforcing a single URI. Exploitation requires a client agent mTLS certificate and a valid ACL token for any mesh service, granting access that configured service mesh intentions should deny.
