Daemon restart via undersized BGP option check

Out-of-bounds read in bgpd in FRRouting FRR 8.4 and earlier allows remote authenticated users to restart bgpd via a crafted BGP OPEN message. When Extended Optional Parameters capability is active, bgp_open_option_parse checks for a two-byte header but reads three bytes for option type 0xff. A configured BGP peer able to send the malformed OPEN can trigger an assertion failure or out-of-bounds read, interrupting routing until bgpd restarts.
