Cross-group attempt disclosure via missing report filtering

Missing authorization in Moodle LMS allows remote authenticated users to read other groups' H5P activity attempt and user data. The H5P activity attempts report retrieves attempts and user details without applying the course's separate-groups filter. A non-editing teacher with mod/h5pactivity:reviewattempts access can cross group boundaries on affected 4.0 through 4.0.3, 3.11 through 3.11.9, and 3.9 through 3.9.16 installations.
