Daemon restart via truncated extended-length BGP option

Out-of-bounds read in FRRouting bgpd through 8.4 allows remote authenticated users to restart the daemon via a malformed BGP OPEN message. In bgp_open_option_parse and peek_for_as4_capability, the extended optional-parameter path checks for a two-byte header but reads a one-byte type plus a two-byte length from the input stream. An established BGP peer that negotiates extended optional parameters can trigger an assertion failure or out-of-bounds read, interrupting the routing daemon without reported data modification.
