Subscriber-triggered SMS sending via unchecked AJAX action

Missing authorization in Donation Button 4.0.0 and earlier allows remote authenticated users to send SMS messages to arbitrary numbers. The donation_button_twilio_send_test_sms AJAX action omits capability and nonce checks before forwarding a supplied phone number to the configured Twilio integration. A subscriber account and working Twilio configuration are required; successful abuse sends attacker-chosen outbound messages and can consume the site's messaging allowance.
