Service hang via recursive X.509 write locking

Improper locking in OpenSSL 3.0.0 through 3.0.7 allows remote attackers to hang policy-enabled certificate-processing services. In crypto/x509/pcy_map.c, ossl_policy_cache_set_mapping takes the certificate write lock again while its caller already holds it after malformed policy mapping processing fails. Reachability requires policy processing through the -policy option or X509_VERIFY_PARAM_set1_policies(); on affected locking implementations, especially Windows, the process hangs.
