Local service interruption via perf-mgr use-after-free

Use-after-free in Samsung Mobile Devices before SMR Oct-2022 Release 1 allows local users to trigger a memory-access fault. The perf-mgr driver reuses a freed object because its check logic does not reject the invalid lifetime state. Reachability requires an Android 10, 11, or 12 Samsung device using a Qualcomm SM8150 or SM8250 chipset and low local privileges; the published consequence is a device-side memory fault, not code execution.
