Encoding interruption via partial-block frame over-read

Out-of-bounds read in FFmpeg 5.0 through 5.0.2 and 5.1 through 5.1.2 allows remote attackers to interrupt encoding via crafted video. smc_encode_stream processes four rows per block even when the frame height leaves fewer, causing memcmp and memcpy to read past the frame buffer. Processing attacker-supplied video through the SMC encoder requires user interaction; successful triggering crashes the encoding process.
