Improper privilege management in Target, Inc. Vela Server before 0.16.0 allows remote authenticated users to execute arbitrary code. The CreateRepo allowlist check treats an empty repository list as permission for every repository, and newly enabled repositories accept pull requests by default. A public instance lets any SCM account enable a malicious repository and run builds; privileged worker plugins can expose the worker host.
