Network service interruption via unreleased handshake counters

Denial of service in Eclipse Californium 2.7.0 through 2.7.3 and the 3.x line before 3.7.0 allows remote attackers to halt DTLS processing. In Scandium's DTLSConnector, failed handshakes shut down a connection's SerialExecutor without running pending jobs, so inbound-job throttling counters are not restored. The report confirms certificate-based handshakes and leaves PSK exposure uncertain; both client and server roles are affected, and saturation permanently drops later records.
