Unauthenticated API access via path normalization mismatch

Authentication bypass in Apache HertzBeat 1.2.0 and earlier allows remote attackers to invoke protected API interfaces without credentials. Sureness evaluates excluded-resource patterns before authentication, but Spring routes a path such as /api/monitors;.json to the protected endpoint after the exclusion matches. A network-reachable management service is sufficient, and the bypass admits requests to administrator interfaces without a valid session.
