Authenticated service slowdown via unbounded sharee pagination

Uncontrolled resource consumption in Nextcloud Server and Enterprise Server allows remote authenticated users to slow affected systems. The Circles sharee-recommendation path fails to bound pagination limit and offset values, permitting costly database queries and CPU work. A logged-in account and an enabled Circles app are required, and repeated crafted recommendation requests degrade availability without reported data access or modification.
