Disabled-user profile disclosure via missing enabled-state check

Improper access control in Nextcloud Server 23 before 23.0.9 and 24 before 24.0.5 allows remote authenticated users to view disabled-user profiles. The OC\Core\Controller\ProfilePageController path renders profile parameters without first rejecting a target account whose enabled state is false. A valid account and a previously published target profile are required; disclosure is limited to fields exposed through that profile.
