Command injection via misquoted Docker environment values

OS command injection in affected GitHub Actions Runner releases allows remote authenticated users to alter Docker CLI invocations. DockerUtil quotes environment values without escaping embedded quotes or terminal backslashes, so crafted data terminates the -e value and appends Docker options. Exploitation requires a container action, job container, or service container on a Linux runner and attacker-influenced data in an environment variable.
