Cross-environment secret decryption via serialized master key

Information disclosure in Thoughtworks GoCD before 21.1.0 allows remote authenticated users to obtain the server's secret-encryption key. Job material serialization includes a GoCipher object whose cipher provider contains the cipher.aes master key, placing that key in an agent response and memory. An authorized or compromised agent must receive a job, and decrypting other environments' secrets also requires access to their encrypted configuration values.
