Webhook protection bypass via cross-server channel

Incorrect authorization in Ree6 before 1.9.9 allows remote authenticated users to bypass webhook and raid protections via crafted log messages. Notifier commands accepted a channel mention without verifying that the channel belonged to the invoking guild, allowing cross-server channels to receive audit or notification messages. The attacker must control a server where Ree6 is installed and induce a crafted log event; the bounded impact is unauthorized message delivery, spam, and advertisement injection rather than code execution.
