Cross-site actions via GET-only CSRF bypass

Cross-site request forgery in ZoneMinder 1.36.26 and earlier and 1.37.0 through 1.37.23 allows remote attackers to trigger web actions. The action dispatcher in web/index.php accepts state-changing action parameters on GET requests while its CSRF-key check applies only to POST requests. A victim must hold an authenticated web session and load an attacker-controlled request, which executes the selected action with that victim's privileges.
